HVAC & INDOOR AIR QUALITY RENOVATIONS: REGION 18- LYME OLD LYME CENTER SCHOOL INVITATION TO BID #2 LEGAL NOTICE REQUEST FOR BIDS Construction Regional School District #18 Lyme Old Lyme Center School 49 Lyme Street Old Lyme, CT State Project No. 218-003 HVACN The Construction Manager, Downes Construction Company, LLC, will receive sealed bid proposals in Triplicate on behalf of the Regional School District #18 until August 1, 2024, 2:00pm, for the following bid packages. Bid Package No. BP #2.1 Description Demolition & Hazmat SBE Package Required*M/WBE Package BP #31.1 Sitework Bidders on these Bid Packages must be certified by the State of Connecticut Supplier Diversity Program as a Small, Minority or Woman Business Enterprise (S/M/WBE). Bidders on these Bid Packages must be prequalified by the State of Connecticut Department of Administra- tive Services (DAS) for the appropriate classification of work. All bids received exceeding $1,000,000.00 must have the appropriate prequalification certificate accompanying the bid regardless of the above. Refer to the Invitation To Bid contained herein for bid due dates. Dates are subject to change by Addenda. 1. All Bids submitted that are in excess of $1,000,000 are required to submit a Department of Administrative Services Pre- qualification Certificate and update (bid) Statement with their bid. The Subcontractor shall hold a current "DAS Prequal- ification Certificate" from the Department of Administrative Services of the State of Connecticut according to Connecti- cut General Statue 4a-100, 4b-100 and 4b-91. Failure to submit these items with the bid will result in disqualification of the bidder per the public act. DAS is required of all sub-bidders regardless of their tier with contract values in excess of $1,000,000. Sub-bidders prequalification certificates are not required to be submitted with the bid but must be submitted prior to award. All Subcontractors requiring DAS certification must maintain the certification for the duration of the project. FAILURE TO SUBMIT THIS ITEM WITH THE BID SUBJECTS YOUR BID TO DISQUALIFICATION. As security, each bid must be accompanied by a Certified Check or Cashiers Check drawn upon either a State Bank and Trust Company or a National Banking Association, or the Bid must be accompanied by a Bid Bond having as surety thereto, such Surety Company or Companies as are authorized to do business in the State of Connecticut, of an amount not less than 10% of the Bid. Obligee is Downes Construction Company, LLC., unless otherwise noted in Bid Package 3. 4. The successful bidder shall furnish Performance, Labor and Material Payment Bonds, each for 100% of the Contract Sum. Questions regarding the work or bid shall be made in writing and directed via e-mail to: Ben Stoner (bids@downesco.com) with the Construction Manager (Downes Construction Company, LLC) at (860) 229-3755. The last date for questions is five calendar days prior to the bid due date. 5. Said bids will be received at the Center School at 49 Lyme Street Old Lyme, CT 06371 Attention: Scott Scholl until 2:00 PM on August 1, 2024 for ALL Bid Packages as noted above and opened publicly and read aloud. 6. Plans, Specifications and Instructions to Bidders may be obtained on or after May 29, 2024 at Advanced Reprographics 860- 410-1020. Only complete sets of plans and specifications are available at the cost of reproduction, make checks payable to Advanced Reprographics, or through Share File by contacting Scott Scholl at Downes for information to a Share File link. 7. A Pre-Bid Conference will be held at the Project Site - 49 Lyme Street Old Lyme, CT 06371 on July 17, 2024 at 10:30 AM. Bidder attendance is encouraged but not mandatory. 8. 9. The State of Connecticut Department of Labor and all associated statutes and regulations shall govern labor wages on this project. The successful bidder shall comply with applicable state and local laws and the Regional School District #18 require- ments. The requirements for prevailing wage rates as outlined in the Connecticut General Statues 31-53 are to apply to the resultant contract award. 10. The successful bidder shall participate and comply with all applicable affirmative action, equal employment, non-discrimina- tion established by the State of CT on this project. 11. This project is governed by The State of Connecticut Commission of Human Rights and Opportunities ("CHRO") require- ments. 12. All bids shall be held open by bidders for a period of ninety (90) days. No bidder may withdraw their bid during that period. 13. After review of all factors, terms and conditions, including price, Downes Construction Company, LLC and the Regional School District #18 reserves the right to reject any or all Bids, or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best interest of the project. 14. The "Instructions to Bidders", supplemental instructions and all special instructions shall be strictly followed by bidders. 15. The project will be awarded to the lowest responsible bidder in accordance with Conn. Gen. Stat. & 10-287(b). Lowest Respon- sible and Qualified Bidder: As used in this section, "lowest responsible and qualified bidder" means the bidder whose bid is the lowest of those bidders possessing the skill, ability and integrity necessary to faithfully perform the work. However, the Construction Manager and the Regional School District #18 reserves the right to reject any and all bids or to waive any informalities, irregularities, omissions, or technical defects in the bids.
