The Southeastern Connecticut Regional Resources Recovery Authority (SCRRRA) is made up of 12 towns in southeastern Connecticut. The Authority was created in 1987 through an act of the legislature. The Authority was created to implement long-term solutions for municipal solid waste, recycling, and other waste issues. In 1987, the Authority constructed the Waste-to-Energy (WTE) Plant in Preston, CT. SCRRRA contracts with its member municipalities to provide waste disposal services for a fee. SCRRRA’s member towns must deliver a minimum amount of solid waste to the Preston facility. The Preston WTE is a 743 ton per day, mass burn plant, operated by Covanta Energy. Ash from the combustion process is landfilled in Putnam, CT. SCRRRA owns and oversees a closed ash landfill in the town of Montville. The Authority provides assistance to its member towns in a number of ways. The Authority provides assistance for existing and new recycling program launches. We also assist with waste and recycling audits, composition analysis, and technical assistance with municipal Requests for Proposal (RFP) and Bids. The Southeast Authority maintains a recycling education facility in Gales Ferry which is available to school and community groups from the region. Waste and recycling programs are provided both at the facility in Gales Ferry and on location at the area’s schools. SCRRRA also provides an array of waste management services to its member communities including household hazardous waste collections (now including paint), scrap electronics recycling and brush grinding. SCRRRA sells backyard compost at cost to residents so residential organics can be composted, thus helping to reduce trash. The regional authority owns and operates a wood grinder, grinding brush for its members, at no cost. We also pay for Freon removal from scrap appliances and for fluorescent bulb recycling.
